Why do Gypsy women of Eastern Europe work less & have less education than native Eastern European women?

White Eastern European women work and have higher educational attainment than Gypsy women, who are also educated, but a little less and they stay at home more with their husbands and families. Why the difference? Are Gypsy women more homely and family oriented than native white Eastern European women(Romanian, Russian, etc)?
