Dui sobriety test in california?

This morning at 9 am my car was taken because i had a suspended license and i was pulled over for (driving over 65 on freeway). This afternoon I went to highway patrol office after work to get release form for car. The cop behind desk gave me my i.d. I went in back pocket, got wallet and put i.d. in it. Then i went in inside jacket pocket to get money and put back in wallet. While i was doing this, he asked if he made me nervous. I said no and he replied i was fidgeting. After getting information he asks to speak to me outside of CHP office. He asked me, "when was the last time I used?" I responded i haven't had a drink in four days. Then he asked to take my pulse and said it was elevated. He said I looked like i used crystal meth. I explained to him that I have pneumonia and I have to take four different inhalers a day. He asked if I had a prescription and I said yes. I had the dr.note in the car. He didn't want to see it. He then gave me a field sobriety test for drugs in front of the office. CAN HE DO THAT. I WASNT DRIVING. I WALKED INTO OFFICE. I WASNT SWAYING OR SLURRING NOTHING. I JUST GOT OFF WORK. CAN HE DO THIS?
